This position is based at and supports Mercy Hospital in Portland, ME but is employed by EMHS in Brewer, ME

Position Summary

The HR Business Partner supports member organizations by implementing Human Resources programs and acting as the local HR contact for Human Resources Centers of Excellence.

Education and Experience

  • Bachelor's degree required (or student preparing to graduate with bachelor's or higher by May, 2018)

  • PHR, SPHR, SHRM-CP or SHRM-SCP certification preferred.

  • Two years' working experience preferred.

  • Prior HR experience preferred.

Required Minimum Knowledge, Skills and Abilities

Knowledge of management and organization strategies.

Knowledge of applicable federal, state and local laws and regulations impacting area of


Working knowledge of Microsoft Office tools of Excel, Word and PowerPoint.

Strong presentation development and delivery skills. Excellent customer service skills and excellent writing

and verbal skills. Strong critical thinking and organizational skills.

Essential Functions


Manages client expectations through understanding the issue, providing a timeline for getting

back to the client if not resolved immediately, resolving the issue, and if unable to resolve,

forwarding to the appropriate resource and providing the client with the forwarding contact


Supports managers with employee performance and behavior issues; coaches managers;

ensures appropriate documentation and fairness.


Assists in development and implementation of human resources policies and procedures.

Interprets and provides guidance to managers and staff on human resources policies and

procedures. In organizations with represented employees, interprets and guides managers on

the collective bargaining agreement and memorandums of agreement.

Develops and maintains affirmative action program; files EEO-1 report annually; maintains

other records, reports, and logs to conform to EEO regulations.

Designs, conducts and evaluates new-employee orientations.

Improves manager and employee performance by identifying and clarifying problems;

evaluating potential solutions; implementing selected solution; coaching and counseling

managers and employees.

Maintains employee Human Resources files and performs audits for completeness.

Monitors, approves according to delegated authority and audits automated personnel actions.

Completes special projects by clarifying project objective, setting timetables and schedules, conducting research, developing and organizing information and fulfilling transactions.

Complies with federal, state and local legal requirements by studying existing and new legislation, anticipating legislation, enforcing adherence to requirements and advising leadership on needed action.


Identifies service delivery gaps and recommends performance improvement recommendations.

Administers compensation program; monitors performance evaluation program.


Completes job knowledge by participating in educational opportunities, reading professional

publications, maintaining personal networks, participating in professional organizations and

maintaining current on industry trends.


Serves as liaison to HR Centers of Excellence and as a resource for trouble shooting issues.

Physical Demands

Sedentary: Exerting up to 10 lbs. occasionally, sitting most of the time, and only brief periods of standing and walking.
